Abu Laith As-Samarqandi, may Allah have mercy upon him, was one of the leading lights of the Hanafi school during his lifetime and the text has been translated by Arfan Shah.

Allah states in the Qur'an, “Establish worship and pay the tax.” Allah (Mighty and Majestic) orders us to perform the prayer and pay the tax, and an order from Allah indicates compulsion. Also, “Be guardians of your prayers and especially of the midmost prayer and stand up with devotion to Allah.” Meaning, be dedicated to Allah (Mighty and Majestic), He has ordered us to maintain the five daily prayers, and an order from Allah the Exalted indicates necessity. The Qur'an states, “Worship at fixed times has been enjoined on the believers.” Meaning, appointed times for obligatory prayers.
