'Tajweed for Beginners' is a primer on tajwid. Allah, Subhanahu wa ta'ala, states in the Qur'an Majeed "And recite the Qur'an with measure." Sayyiduna Imam Ali, radi Allahu ta'ala anhu, explains further :

"Tarteel means to know the Tajweed of the
letters & to recognise the places of pausing."


Since the Qur'an was revealed with Tajweed, it is compulsory to recite the Qur'an with Tajweed. We also know that Allah, subhanahu wa ta'ala, has made it compulsory upon us to learn Tajweed, because without the knowledge of Tajweed, we will not be able to recite the Qur'an correctly.
